Name of the New Council: Gorkhaland Territorial Administration (GTA)

Will derive legality from: Gorkhaland Territorial Administration Act passed by the State Legislative Assembly

Will have Territorial Jurisdiction over: 3 subdivisions of Darjeeling, Kurseong and Kalimpong

Powers: Will not have any legislative powers as it will not have any Legislative authority. But will be able to frame rules and regulations.

Budget: Grants from State and the Central Government
Election / Administration: Until the election is held the present Board of Administrators of the DGHC will take over the administration of the GTA

Misc Powers: GTA will have powers to open offices for Provident Fund, Pension, Group Insurances, College Service Commission, School Service Commission, and create group B, C and D categories of employees and have control over the Tauzi Department.

The new administrative setup that will replace Darjeeling Gorkha Hill Council (DGHC) will be known as Gorkhaland Territorial Administration (GTA). The draft Agreement for setting up of GTA was finalized today between the representatives of the State Government and Gorkha Janmukti Morcha (GJM). It might be reminded that the General Secretary of GJM Roshan Giri had left for Kolkata yesterday, the trip being referred to by the party insiders as ‘sudden’.
The finalizing of the draft agreement on GTA was confirmed today by the Chief Secretary of the State Government, Samar Ghosh. Ghosh has also hinted that a Tripartite meeting would soon be held and the Memorandum of Agreement (MOA) forming GTA signed. It is believed that the State Government will then place the Gorkhaland Territorial Administration Bill in the Legislative Assembly the passing of which will bring GTA to life. The GTA will formerly have territorial jurisdiction over the three subdivisions of Darjeeling, Kalimpong and Kurseong. The incorporation of the parts of Dooars Terai will be referred to Committee to be formed after the formation of the GTA and could take some time.
